Sir Robert Ho Tung has a fairly spacious
entry in 'Who's Who',where amongst many other things
he is stated to be a "High Adviser to the Chinese
National Government since 1932." He is a director
of various companies, and above all a keen supporter
of Hong Kong University, being a member of its Court.
I do not know whether the Treasury would
wish to consider a loan from a private individual,
but I suggest we might write semi-officially to
Mr. Compton giving the gist of (4), explaining briefly
who Sir Robert is, and asking what reply they would
like us to return to the Governor.

This has nothing to do with Hong Kong's
contribution to His Majesty's Government, and is
therefore wrongly filed: even so it seems to have
taken 4 days to deal with in the Registry.
However, the transfer had better take place
later.
